SURVEYOR-GENERAL'S DIRECTION NUMBER 4

ISSUED PURSUANT TO REGULATION 27 OF THE SURVEY ACT 1992

SURVEY REPORTS

1. Application of this Direction

Pursuant to Regulation 18 of the Survey Act 1992, this Direction details the Surveyor-General's requirements for the presentation of reports on cadastral surveys.

All certified survey plans lodged in the Lands Titles Office on and after Tuesday 1 May 2007 must comply with this Direction.

Plans will not be processed if this Direction is not complied with.  

2. Prescribed Cadastral Survey

The following are prescribed cadastral surveys for the purpose of Regulation 18(3):

  • A survey certified by a licensed survey required for a transaction pursuant to the administration of the Real Property Act 1886 with the exception of a plan of land division creating six or more allotments where the outer boundary survey has been accepted for filing or deposited in the Lands Titles Office (LTO)
  • An “outer boundary” survey certified by a licensed surveyor for a development pursuant to the Community Titles Act 1996
  • A survey certified by a licensed surveyor required for a transaction under the Roads (Opening and Closing) Act 1992
  • A survey of Crown land certified by a licensed surveyor for deposit or filing in the LTO

3. Survey Report Requirements

A Survey Report is required for all prescribed cadastral surveys.   Survey Reports must accompany the survey in hard copy when the plan is lodged in the LTO or as an attachment within the Electronic Plan Lodgement (EPL) system.   The Survey Report will contain both a completed Certified Survey Plan Checklist and a written report. Note the Certified Survey Plan Checklist must be of a form specified in Section 17 of the Cadastral Survey Guidelines.

3.1 Data Discrepancies

If the survey reveals the following differences with data shown on previously lodged plans a detailed Survey Report is required:

Urban

Angles > 3' at intersections and angles in the alignments of roads

Corners > 0.15m displacement from data position

Distances > 0.1m + 1:2 000

Rural

Angles > 3'

Distances > 0.1m + 1:2 000

Detailed Survey Reports must disclose any differences between the survey as lodged and previous surveys, defining or redefining common boundary points, together with any other information which may be of assistance in assessing the accuracy and reliability of the definition or redefinition of the boundaries of the land under survey.

Detailed Survey Reports shall be in the form of a written report or an annotated copy of the survey plan. For further details, refer to Section 17 of the Cadastral Survey Guidelines.

In all other cases, a less detailed Survey Report identifying and commenting on differences (if any) between the survey as lodged and previous surveys shall be acceptable.

If there are no material differences with other surveys a statement to that affect will suffice.

3.2 PSMs Gone

Where a PSM is shown as 'Gone' the Survey Report shall describe the steps taken to locate the PSM and the likely cause of its destruction.

3.3 Natural Boundaries

Where a survey redefines a natural boundary, the Survey Report shall describe the method adopted to locate the boundary.
